If you're playing Mega Man 7 without a save system (in other words, relying on passwords while playing it on Super NES) then be sure to keep playing until you meet Proto Man 2 more times so you can get his Proto Shield as the password system doesn't save the fact that you met him at all. When you're inside, make sure to climb the ladder that's reachable with Rush Coil to meet Proto Man. After getting the 1-Up, leap to the left to find the letter at the end.
When you reach the area with snow-covered platforms, use Rush Coil and ascend the first ladder that you come across.
